US water delegation seeks partners to tap TN water market

A water technology delegation from United States is on a fact-finding mission to study the potential of water sector in the state and to have partnerships with the industry.
At a session organized by Confederation of Indian Industry (CII) southern region along with consulate of United States here on Monday, Hugh Constant, executive vice-president of World Trade Center, San Diego told business representatives that the delegation is looking for partnerships to develop local water infrastructure.
The US delegation highlighted various innovative water technologies to manage water supply and said they are on a fact-finding mission to understand Indian market and an opportunity to partner with the right company.

Pentair Clean Process Technologies India highlighted that the per capita availability of fresh water in the country has dropped from 5,177 cubic metres in 1951 to 1,869 cubic metres in 2001.
“It will further decline to 1,341 cubic metre by 2025. This is alarming as the threshold per capita value of water stress is 1,000 cubic metres. The available water resources would be inadequate to meet the future water needs of the sector,” he added.
Stressing on the need to improve water management practices, he said there is a need to provide a single point reference to address water related issues especially for the industry and domestic users and the visit of the water technology delegation from US gains importance.
Mrinal Singh of Nobel Systems, a privately held US corporation that specializes in GIS data conversion, highlighted how water network could be digitally mapped and monitored from any part of the world by hosting the data on a cloud server.

Micro small and medium enterprises (MSME) are hit hard by the power crisis in the state and an estimated 10 to 20 per cent of them have closed down, according to S Sivagnanam, director of MSME Development Institute.
Speaking to Express on the sidelines of the All India Management Association Third National MSME Convention here on Saturday, he warned that if the power crisis in the state continues for more than a year than a majority of small and micro industries will perish.
He said although the government has taken proactive steps but the need of the hour is public private partnership venture to make the state power surplus and boost the industrial promotion.
Sivagnanam said the worst to be hit by the power crisis are power intensive industries and the loss is worth thousands of crores.
He said the micro industries can’t rely on alternate source as they are too costly resulting in the industries failing to meet the deadline of clients.
Earlier, speaking during the inaugural session, H P Kumar, chairman and managing director of National Small Industries Corporation stressed on the need for creating demand for manpower and nurturing the youngsters to go in for startups. “The need is not to have million of trained workforce but also to have startups so that the trained work force could be accommodated,” said Kumar. He also higlighted that there are 26 million small and micro enterprises but only 1.5 million are registered and added efforts are on to have these enterprises registered.
Indian Overseas Bank chairman and managing director M Narendra also spoke on the occasion.

Govt to demolish 2,000 dilapidated flats, to build new ones

Plans are on to demolish more than 2,000 dilapidated flats of Tamil Nadu Government Rental Housing flats in 17 places of the city and reconstruct new ones, sources said.

Sources told Express that there are proposals to reconstruct more than 4,500 units after demolishing 2,000 flats with more floor space index at a cost of more than Rs 650 crore.

Sources said initially plans are to redevelop flats at Todhunter Nagar and Llyods Colony and a proposal will be submitted soon in this regard, sources added.

Sources also said that engineers from TNHB will be carrying out repair works in some of the old buildings but refused to divulge details.
Sources also revealed a total of 5,983 flats across the state, including 118 flats from Chennai, are lying vacant under Tamil Nadu Government Servants Rental Housing Scheme.

Interestingly, the highest number of flats lying vacant are in Coimbatore (1,451) followed by Madurai (1,157) while Chennai accounts for a total of 118 unoccupied flats.

Surprisingly, the figures are shocking as a Technical group appointed by the Ministry of Housing and Urban Poverty Alleviation estimates the housing shortage in urban areas in Tamil Nadu at 28.2 lakh. As per this study, Tamil Nadu accounts for an estimated 11 per cent of housing shortage in India.

While sources blame the unoccupied flats for lack of demand from government staff because many of them built own houses, it is also believed that the high rentals of the flats are one of the reasons for it being vacant. Sources state that the rentals are higher than the private rentals due to the revision of sixth pay commission in moffusil areas.
 Sources also revealed that Tamil Nadu Housing Board has an estimate of 6,000 unsold units worth around 1,500 crore. These include flats, plots houses as well as commercial units. Sources say these include more than 1,500 commercial units worth more than Rs 1200 crore.

The Goods and Service Tax has many lacunae and there is a need to structure it in globally comparable framework before implementing it, according to a noted economist.

Speaking on the Third Annual Day and Book Release function of Chamber of Indirect Tax Professionals here on Saturday, director and chief executive of Indian Council for Research on International Economic Relations Parthasarathi Shome said the tax rate on goods and services are yet to be decided and not having the same tax rates for goods and services would be a major lacuna since classification problems would soar in contrast to an ideal GST.

Shome, who was also the former finance advisor to Union government, said that the GST base would exclude petroleum products and alcoholic beverages which is a major lacuna in contrast to global GST systems.

He also said that with the center having more say on changes in the GST structure, the federalism principles will be challenged as the states will be relegated to supporting role.

He also suggested new language, new approach, new commitments and new applications for modernising tax administration.

He stressed on two essential and minimum components of the modernisation process which include intensive and continuing background analysis for measures of tax administration policy and the growing need for specialisms within the field of tax administration.
Shom said the world has progressed a long way already and it is time for those administrations that have lagged behind to move forward from their autarkic stance and catch up with the rest.

His book Tax Shastra – Administrative Reforms in India, UK and Brazil was released by R Sekar, Commissioner Appeals, Central Excise, Pune during the occasion.

CHENNAI: While the CAG, in a recent note, had pointed out that the Manonmaniam Sundaranar University (MSU) ran 329 unapproved programmes through "Satellite Centre Courses" between 2008 and 2011, fresh documents that have surfaced reveal that more than 80,000 students across the country might be adversely affected having enrolled in these courses, with the validity of their certificates coming under the scanner.

Express reported on April 21 that a 'Factual Note' prepared by the Deputy Accountant General (ISC II), P S Iyengar, had rapped the University for irregular franchising of courses, leading to a loss in revenue of Rs 35.41 Crore. This also gave technical collaborators, which included 74 private parties, undue benefit of Rs 27.73 crore.

The audit note on the University, which is likely to be considered for inclusion in the CAG report of 2011-2012, had observed that the varsity neither had the approval of the Distance Education Council (DEC) or from other bodies like All India Council for Technical Education (AICTE) for the courses.

However, fresh documents, available with Express, reveal that the private collaborators had gone on an overdrive in recruiting students for these courses between 2009 and 2011 during the tenure of the former Vice Chancellor.

According to an inter-departmental note within the University, circulated in June 2011 between the top decision making authorities in the varsity in relation with funds for printing, the number of students enrolled in the courses offered by the institution's Directorate of Distance and Continuous Education (DDCE) touched a whopping 83483 in 2010-2011.

Informed sources in the loop said that the rate of enrollment to these courses increased with the introduction of the satellite courses in 2008. How? Sample this: The total enrollment registered for distant education programmes at the MSU in 2007-2008, the year before the satellite courses introduction, was just 3914. In subsequent years till 2011, DDCE added 79569 students to this list. Between 2009 and 2011 alone, the number of students in such programmes spiked by a colossal 61923. A majority of them were recruited through the technical collaborations, they said.

Senior officials at the University opined that if the observations of the audit reports are accepted, the validity of degree certificates issued for such students might be put under a big question mark.

"The worry here is, do the students even know if their courses are unapproved by the DEC? What will the employers, who had given jobs to these people based on the certificates, do when they find that such courses themselves are unapproved?" asked the official, who wished not to be named.

This apart, the amount spent on the course by the students, which in some cases went up to Rs 5.50 lakh owing to non-adherence by private collaborators to the official fee structure fixed by the University, could go down the drains.

When asked over the phone if the certificates of those who enrolled to the course through satellite centres were valid, Registrar of the University, S Manickam, said "they should be," given that they were approved by the Syndicate. However, he refused to reply when asked if the Syndicate had the powers to approve running of distant courses without DEC approval, which according to the CAG note was "mandatory."

The audit note had also observed that the varsity disregarded the instructions of the State government in 2010 to stop conducting classes for such collaborative courses outside its jurisdiction. Infact, the varsity was accused of not mentioning the mode of study i.e distance education, in the statement of marks and diplomas issued with effect from June 2010.

 The decision to discontinue the courses was initiated only in August 2011

CHENNAI: That private institutions flout rules and charge excessive fee is an accusation leveled often by students and parents. But when it comes to the case of the distant courses offered by the Manonmaniam Sundaranar University (MSU) through technical collaboration between 2008 and 2011, such allegations have been uttered true, thanks to the efforts of the CAG.

Official documents with Express reveal that several private collaborators, with whom the MSU entered into agreements, fleeced students by charging fee that was, in some cases, more than 40 times the structure approved by the varsity.

Take the sub centre of Ygen Management Consulting Services in Bangalore, for example. The audit note by the CAG office says this organisation collected Rs 4,70,000 per student for the MBA course as against MSU's fee of Rs 10,230. "Y Gen admitted 506 students for MBA courses during 2010-2011 and collected an excess fee totaling Rs 23.26 crore for this course alone during 2010-2011," observes the report.

MET Corporate B School, the sub centre of ICE Mumbai, went a step further and charged Rs 5.50 lakh for MBA course as against Rs 10230. This institution enrolled 19 students in 2010-2011 and earned excess fee totaling Rs 1,02 crore.

There were also innovative ways employed by private parties. Sri Sai Institute, Punjab collected Rs 800 per month towards tution fee as "miscellaneous fee" in addition to the University fee structure. The institute admitted 841 students for BA Course (3 years) during 2010-2011. The tution fee, thus, worked out to Rs 28800 per student, earning an excess fee of Rs 2,43 crore.

Documents also point out that several institutions also failed to pay the registration fee for the courses as mandated by the University and therefore earned all the profits without any significant investment.

The goods in the negative list of Pakistan has come down substantially from 8,000 to 1,200 items till February 2012, according to Commerce Secretary Rahul Khullar.
Participating in an interactive meeting organized by Federation of Indian Exports Organisation here, Khullar said the move by Pakistan to remove items from the negative list is a positive one and will help in boosting trade ties.
He said Pakistan has promised to remove by this year-end goods in the negative list and added that the government is making all efforts to do away with the negative list.
He hoped that Pakistan will remove by this year-end goods in the negative list and dismissed theories that the opening of trade relation will only benefit Pakistan and not the entire country.
He said a team from ministry of commerce and industry, led by the joint secretary, would visit various parts of the country later this year to explain the details of the changes in the negative list

Tamil Nadu, which is ranked seventh in the financial inclusion index in India, is vying to achieve the number one spot and Chief Minister J Jayalalithaa has urged bankers to redouble their efforts to achieve the goal.

Speaking on the occasion to mark the Special Platinum Jubilee Celebrations of Indian Overseas Bank and launch of bank’s schemes on Friday, Jayalalithaa urged the bankers to ensure that every village in the state is provided with a banking connection and redouble their efforts to raise Tamil Nadu to the number one ranking in the financial domain.

Ruing the fact that India has one-sixth of the 2.5 billion un-banked adults in the world, she said internationally countries with large proportion of the population excluded from the formal financial system show higher poverty ratios and higher inequality.

“The main instrument for sustainable and inclusive growth is employment and access to credit which in turn contributes to self-employment and poverty reduction. The fact that only 9.9 per cent of households in India have credit accounts underlines the scope for greater expansion of credit linkages,” she said.

Urging banks to leverage technology to reach out to people, she said the crucial dimension of financial inclusion, which her government welcomes banks’ participation in payment mechanism.

She said the state government would like to ensure that all the social security pensions are disbursed through banks. “The process has begun but needs to expand rapidly to cover all recipients. Similarly, the disbursement of wages under Mahatma Gandhi National Rural Employment Guarantee Act should also be done through the banking system,” she added.

She also urged the banks to help in fully implementing the Integrated Financial and Human Resources Management System which will make the transaction of government business fully automated.

Highlighting her vow to usher in second green revolution in the state, she said productivity enhancing investment in the sector is crucial and urged the banks to exceed the targets for agricultural credit in 2012-13.

She also sought banks help in implementing Tamil Nadu Urban Livelihood Mission, a project to reduce urban poverty.

Jaya urges banks to fund Rs 15 lakh crore infra projects

Chief Minister J Jayalalithaa said on Friday highlighted the role of banks and financial institutions in funding the estimated outlay of Rs 15 lakh crore for infrastructure projects in the next 11 years to realize her vision.

Speaking during the Special Platinum Jubilee celebrations of Indian Overseas Bank here on Friday, she said, “The underlying assumption of the plan is that the private sector will make a substantial contribution to the expected investment and in this context, the role of banks and financial institutions to effectively mobilize and channelise such investments is critical.”

Appreciation IOB for being the first to pledge its support for implementing Vision 2023, she urged the banks to play a proactive role in funding investment and in particular infrastructure projects in the state.

Setting a target to achieve 14 per cent growth in manufacturing, she also urged the banks to work in tandem with the government to achieve the goals of the new industrial policy.

 She also sought support from IOB and other banks to ensure success of state government’s New Entrepreneur-cum-Enterprise Development Scheme (NEEDS) to train budding entrepreneurs and handhold them through process of incubating new ventures and in obtaining financial assistance.

She also urged the banks to not only support students with liberal education loans but also pro-actively come forward to finance start-ups when they finish education.

Henchmen control the politics of state

A massive cutout of a local politician along with one of his supporter
stares menacingly in the heart of the city. As party flags flutter
nearby, a loudspeaker blares out high-pitched songs from old Tamil
films. And just opposite the thatched hut erected by the party
supporters, liquor flows from a nearby shop. Most of the party
functionaries are in an inebriated state. Obscenities, abuses and some
minor brawl are the order of the day.

Welcome to the land of henchmen who control the fate of many political
candidates in Tamil Nadu. “Without henchmen, most of the party
candidates can hardly contest,” says a party functionary. “And they
are key in tilting the scales of power,” he confides.
Most of them are history-sheeters and are least bothered about any
alliances. Even before the poll alliances are stuck between major
political parties, the henchmen have already announced their party
affiliations. “And this is because the seat sharing formula and
alliances takes time and we don’t have that much time to plan
strategies,” says one of the history-sheeter, who doesn’t want to be
named.
The district secretary of a party provides the initial infrastructure
and also a place in the heart of the city where the banner of the
party is hoisted along with the cutouts and photos of the party
candidate of the constituency. They are usually provided with 50
dhotis, most of them bearing party symbols. It is shared by the aides
of the henchman.
By gaining the support of the party, these henchmen get the licence to
commit anti-social acts and have the backing of their political
bosses.
The crucial thing for the musclemen is generating funds to fight the
elections. And the easiest way is extortion. “We usually target the
businessmen and especially those having mobile phone businesses,
second hand car sales and jewellery houses. Usually the henchmen
decide the amount. And it can be in thousands or sometimes may be in
lakhs,” says a close aide of one of the henchmen.
But what happens if they refuse to pay. “We destroy their furniture,
vandalise the shops and make it difficult for them to operate their
businesses,” he adds. “There has been an instance when a major
jeweller in a city was forced to part with jewels by rowdies of a
minister close to higher echeleons of power,” alleges one of the
henchmen. Police sources do confirm it.
However, it is believed that the jeweller used his Mumbai underworld
contacts to resolve the issue, sources claim.
The rowdies have an efficient network in identifying the vote base of
the parties and may be instrumental in initial campaigning. A
history-sheeter, who claims to have committed more than 100 murders,
says each street is monitored by the aides of the henchmen. The
pro-party and anti-party votes are worked out. They also collect the
details of the voters who are not present at the household during the
elections and also those who can be influenced with cash. “These are
very crucial during the polls. At the time of polling, one of the
henchman’s aides walks into the booth posing as the voter who is
believed to be in other state or country. When the booth agent
questions his credentials, his supporters threaten the booth agent,
who has no other go but to let the person vote,” an aide of the
henchman says.
“Last time each voter was bribed with Rs 400 and it varied from
constituency to constituency. We pocket some of the money which the
party provides us for bribing the voter when we are sure a particular
area is going to vote for the particular party,” he says with a smile.
“The stakes are quite high in this Lok Sabha elections and it is
expected a vote may fetch the voter cash worth thousands,” he
confides.
And it may sound true. Highly informed sources say a minister is
expected to spend more than Rs 500 crore for the elections. “And most
of it would be used to bribe the voters and officials,” they claim.
Most of the funding for elections comes from illegal sand quarries,
illicit arrack distillers, mining and real estate businesses. “Most of
the parties are into it. But the lion’s share goes to the ruling party
and the rest to other parties to keep their mouth shut. Such being the
case there is no dearth of black money for spending at the time of
election.  People who indulge in these illegal businesses don’t
hesitate to pay the politicians because they always want their
patronage and to keep the police at a distance,” says a source.
Most of the henchmen and their aides have more than one ID cards. “I
have four voter ID cards,” discloses the henchman. “It is very easy to
procure them, just grease the palm of some officials,” he adds.
Meanwhile, he says it is very difficult to cast bogus votes in the
rural belt and this is why it is so decisive during the elections.
“The reason being everyone is familiar with everyone. And you can’t
intimidate them also,” he says.
A source in the police confirms that most of the anti-social elements
having politicians’ backing are involved in extortion during the
elections. “These extortions could be in crores,” the source says but
refuses to part with the data.
“The state machinery doesn’t function here. If a police inspector is
corrupt, he can earn nearly Rs one lakh to Rs 1.5 lakh per month,” the
source adds.
“The rule of law can’t be applied due to corrupt politicians who arm
twist the law to their whims and fancies,” he says.
So which party does he favour. “All the parties are corrupt. But to
choose a lesser evil, I would prefer AIADMK. At least they let us
perform our duties,” he says.
But the presence of organised gangs in state elections is denied
outright. “Most of the partymen use people having caste affiliations,”
he says.
Although there are no statistics on the political killings. But they
do happen. A henchman claims they usually take the help of rowdies
from other places of the state to commit the crime in their cities and
then one of the aides in the city owns up the crime. “It is mutual,”
he says. A police source confirms it. “There are lots of false alibi
on murders. No investigation takes place and most of it is hampered,”
the source adds.

The giant statues loom large over the lush green paddy fields. An epitaph is engraved on a pillar adorned with the hammer and sickle of communism along with four stars. Nearby stands a giant hoarding with images of Marx, Engels, Lenin, Stalin and Mao.

This is Nayakankottai in Dharmapuri district, the only village in the whole of Tamil Nadu to have statues of its Naxalite leaders, L Appu and Balan. The epitaph marks their contribution to the movement.It was in their time the late 1970s that the movement reached its peak. Says Siddhanandam, one of the pioneers of the movement: “We were successful in doing away with the double tumbler system (one for Dalits and one for other castes), which was discriminatory. ”

 The 54-year-old, who has eluded police for the last 24 years, has been witness to the transition of communist China and the fall of the Soviet Union. Today, the recession has brought a smile to his face. “American capitalism has lost. Everybody believed in it. Now look what it has brought. It is the victory of socialism.”

The Maoist movement in Dharmapuri was disbanded in 2003 after many of their leaders were either killed or arrested. These days, however, the party is positive about regaining its base in the state. Its leaders believe current neo-liberal policies that have led to an “increased socio-political polarisation” favour it. “More and more people are joining the movement,” says a Maoist source.

“The party may have gone underground, but there has been a shift in strategy.”These days the Maoists focus on urban areas instead of the traditional rural pockets. The reason, again, is the same. They believe the new economic policies have created a divide within the urban population. The special economic zones have displaced millions of people in the urban (and rural) areas, spawning slums and deepening poverty. A late surge in the number of unorganised labour due to growing infrastructure activity gives the Maoists an ideological tool to win over people deprived of any guarantee of a dignified life.Says a Naxal source: “Tamil Nadu has more than 40 cities with large numbers of migrants. A majority of them are poor. Besides the financially backward in the urban areas, we are targeting the middle class. They are fed up with corruption and failure of the state machinery in resolving their woes.”And then he adds. “Do you know Tamil Nadu is a state that has attracted huge investment, most of it in the rural areas? Multinational companies and Indian conglomerates have invested nearly Rs 3 lakh crore in the state, buying rural land for export-based trade. This has affected small-scale farmers and industries.”But why the sudden shift now? Has the movement failed to penetrate the rural areas? Some naxals agree. The say it could not penetrate the hinterland partly because of the Dalit movement and parties. “Recruiting cadres is tough due to the presence of Dalit parties who consider them their vote-bank. There have been many instances where they have turned police informants,” says a party cadre.The other reason is the failure to attract youth  they constituted the mainstay of rebel activity in the early 1980s. “For every movement to succeed,” says the cadre, “you require the support of youth. However, the rise in rural unemployment and lack of pro-farmer schemes has led many to migrate to the cities. This has affected our movement.”Some Naxalites believe the lack of proper planning crippled the movement in the last few years. “Even before it strengthened down south, the high command moved the whole cadre to Dharmapuri. Initially, the plan was to form a triangle linking the rebels in Tamil Nadu with Andhra Pradesh and Karnataka,” says a Maoist-turned-sympathiser of the movement.“But a lack of proper training and foresight saw the movement crumble as the police crushed it decisively,” he says. “Even Maoists in Karnataka were forced to move their base to Shimoga from where they operate successfully.”The Maoists admit to links with other separatist movements in South Asia, though they say the LTTE doesn’t figure. All these movements come under one umbrella — the Coordination Committee of Maoist Parties and the Organisation of South Asia. They include parties from Bangladesh, Bhutan, Balochistan, Sri Lanka, Nepal and Kashmir. In fact, the Maoists have developed a variety of fraternal and non-fraternal ties with militant groups, including United Liberation Front of Asom, within India, the South Asian region and beyond.A senior Naxalite says ULFA does provide arms to the Maoists, but not the LTTE. “Their arms are too sophisticated. They aren’t suitable for our kind of operations.” Another ultra says most of the weapons are of indigenous make. And sometimes they steal arms from the police. The seizure of parts of rockets and launchers from Ambattur near Chennai a few years ago provides some evidence that the manufacturing units are located in the state. But with police hot on their heels, the Maoists refuse to provide any information on training camps.Crucially, a few years back, police successfully busted an arms training camp near Periakulam in the southern Theni district. “The party allocates nearly Rs 15 lakh for operations in Tamil Nadu. Most of it is through nidhi (fund-raising) and through funds allocated by the central committee,” he says.“Most of it is spent on party literature and payment of wages for full-timers, who number around 60,” he adds.

What is the reason for the movement, which was completely crushed in the 1980s and 1990s, regaining its vitality? “It is mostly due to economic policies, failure to stem corruption and also failure to implement land reforms,” says a Naxalite in a cocksure tone.Even the report of an expert group to Planning Commission highlights similar reasons for the spread of the Maoist movement in India. “Naxalites typically operate in a vacuum created by inadequacy of administrative and political institutions, espouse local demands and take advantage of the prevalent disaffection and perceived injustice among the underprivileged and remote segments of the population.’’ The paper goes on to add that Naxalism ‘‘is not merely a law and order problem; it has deep socio-economic dimensions.”So far, the Central government has released Rs 3,677.67 crore to the Naxal-affected states of Andhra Pradesh, Bihar, Chhattisgarh, Jhar­khand, Madhya Pradesh, Maharashtra, Orissa, Uttar Pradesh, West Bengal, Uttarakhand, Tamil Nadu, Kerala and Karnataka. In 2006-07, nearly Rs 434.61 crore was allocated.According to an Empowered Group of Ministers, the police alone cannot resolve the problem. States should address socio-economic issues such as land reforms, employment generation, healthcare, economic development and poverty alleviation.As Siddhanandam points out, “For every action, there is a equal and opposite reaction.” And it may be true. As Mao Zedong stated, “Fish were the militants, and the disgruntled peasantry constituted the water. So long as there was dissatisfaction among the peasantry, militants could operate freely.” 

Focus now on the massesThe Maoists are increasingly deploying their female cadre to expand their base in semi-urban and industrialised areas. The non-implementation of labour laws and the plight of unorganised sector workers and farmers in various parts of the country have helped the Maoists. “The female cadres are not involved in violent activities. They take jobs as labourers and through their interaction with the people, try to bring them into the Maoist fold,” says a senior Naxal leader.In the southern districts, the Maoists are making their presence increasingly felt. This area includes Theni, Tirunelveli, Thoothukudi, Coimbatore and Ramanatha-puram. They are also trying to use the Sri Lankan Tamil issue to broaden their appeal. They feel nobody can do politics in the state without the issue. “If you can back Palestine, Kosovo and other separatist movements, then why don’t you back the Tamils in Sri Lanka for a separate Eelam?” one of their leaders asks. Their pro-Tamil stance has enabled the Maoists to recruit more people.But do the Maoists have LTTE connections? “The Tigers don’t back any movement waging an armed struggle against the Indian state,” says a senior Naxalite. But he adds that some ex-LTTE cadre did give them arms training. “These people came to India after leaving the organisation, and formed communist groups,” he says.

MSU lost Rs 35.41 cr through irregular franchising

Irregular franchising of Manonmaniam Sundarnar University courses led to loss of revenue of Rs 35.41 crore and undue benefit of Rs 27.73 crore to private technical collaborators, according to audit report by Comptroller and Auditor General of India.

The report stated that the Tirunelveli-based university started new mode of education styled ‘Satellite Centre Courses’ on 2008 and appointed 74 private trusts and educational institutions from November 2008 to March 2011 and permitted them to conduct courses and programmes of the university through face to face, online and virtual classroom platform under distance education mode throughout the country.

Not only that, the varsity also allowed the technical collaborators to conduct their own courses and examinations and agreed to allow university degrees or diplomas for all the courses, the report stated.

Interestingly, the audit scrutiny of records of technical collaboration programme in the directorate of distance and continuing education revealed that there was no transparent system in selection of technical collaborators. And what is more surprising is that the inspection of the premises of educational institutions for selection as technical collaborators was done on the oral orders vice-chancellor of the university.

The report states that the provisions of memorandum of understanding were not brought to the knowledge of the senate. Surprisingly, the university permitted the technical collaborators to conduct courses ranging from one to 323 during 2008-11 but failed to levy or collect registeration fee from the institution as per the approved guidelines resulting in the loss of 33.88 crore. As per the guidelines, every institution willing to run courses shall apply to the registrar on payment of Rs 50,000 as registeration fee for each course, the report said. 

The report further added that even though the ‘Technical Collaboration’ is an extebnsion of satellite center courses in respect of revenue sharing and offering of university courses through private institutions, the university did not follow the fee structure approved by the senate but fixed lower fee for technical collaboration courses resulting in loss of Rs 2.33 crore during 2010-11 alone.

Chennai:
Seven bonded labourers were rescued from a tree cutting unit in Kayar Village in Chengalpattu taluk of Kanchipuram district by revenue divisional officer G Chellappa and activists of International Justice Mission on Friday.

The RDO told Express on Saturday that following a complaint by activists from IJM, a rescue operation was conducted in Kayar village and the labourers were rescued.

IJM sources said the operator of the tree cutting unit, Nargunam, paid the labourers approximately Rs 50 per person, per day, which is below the Tamil Nadu Minimum Wage of Rs 136.02 per day.

The labourers were made to work for more than 12 hours each day. The unit owner also denied the labourers freedom of movement and freedom to work outside the facility.

Immediately following the rescue operation, the district administration conducted an enquiry into the facility’s labour practices and found that the seven bonded labourers were victims of illegal forced labour practices.

The RDO then issued release certificates to the bonded labourers, officially identifying them as victims of bonded labour and entitling them to government rehabilitation funds.

Meanwhile, RDO has lodged criminal complaint against the owner of Nargunam Tree Cutting Unit. The complaint included sections 9,16,17,18,20 of the Bonded Labour System (Abolition) Act 1976, Section 370,374 and 341 of the Indian Penal Code 1860 and Section 14 of the Child Labour (Prohibition and Regulation) Act 1986.

More than 10 inmates of Chengalpattu Sri Lankan refugee camp in Kancheepuram district are on an indefinite hunger strike for the sixth day seeking transfer to open camps, according to official sources.

Q Branch and Revenue department sources confirmed to Express on Saturday that the Sri Lankan refugees are on hunger stir.

Revenue department sources said they have forwarded their demands to the district collectorate who will later forward it to the government.

Interestingly, there are many inmates in the camp who want to go back to Sri Lanka after the end of ethnic conflict.

Fifty-five year old Sadasivam, who has been picked from Velankanni, is one of the six inmates from Chengalpattu camp who has sent petitions to go back to Sri Lanka.

After languishing in Trichy jail for six months and now kept in detention in Chengalpattu refugee camp for one year and a month, a bitter Sadasivam says he longs to go back to Sri Lanka after spending 14 years in India. 

“I had a hotel in Colombo which was sealed by the Lankan government during the ethnic conflict on suspicion for harbouring LTTE militants. Somehow I got bail and my wife left for Trincomalee and I came to India,” he said.

“Now I wish to go back,” the father of two children said.

“The war has ended in Sri Lanka but our struggle is endless. In Sri Lanka, after war may be there is some hope for Ealam Tamils but in India, there is no hope for the refugees and the Chengalpattu camp is an example,” says another inmate who doesn't want to be quoted.

“In most of the cases, police didn’t file any chargesheet. They even don’t attempt to take the cases to logical conclusion,” he said.

“Since we are going to be confined to camp. There is no pressure on the police to take the case to conclusion. For minor crimes, many of us are spending more than five years in the camp,” Sadasivam alleged.

“Even our families and children are struggling in open camp but there is no sympathy from the officials,” the inmates say. “If we are kept in the camp for too long we will go insane,” the inmates said.

More than 31 people are detained in the camp which was set up in 1993. As on September 2008, there are 72,889 refugees, belonging to 19,296 families, in 117 camps spread throughout the State.

Chennai: In what could come as a shock to thousands of students across the country, a report from the Comptroller and Auditor General of India has revealed that the Manonmaniam Sundaranar University (MSU) had been offering 329 programmes through  "Technical Collaboration" from 2008 under Distance Education Mode without required approvals. 

A 'Factual Note' prepared by the Deputy Accountant General (ISC II), P S Iyengar, has observed that the varsity neither had the approval of the  Distance Education Council (DEC) or from other bodies like All India Council for Technical Education (AICTE) for the courses.

"Approval of DEC is mandatory for all institutions for commencing course for degree/diploma/certificate through distance mode," the 'confidential' note, a copy of which is available with Express and sent to the Higher Education Secretary in March, has observed. 
 
The note, which is likely to be included in the CAG report for 2011-2012, also stated that the varsity  violated the instructions of the DEC by franchising 74 private institutions to run the University courses "beyond its jurisdiction."

Also, the varsity disregarded the instructions of the State government in 2010 to stop conducting classes such collaboarive courses outside its jurisdiction. 

"It is pertinent to mention that after the reciept of the above communication, the University entered into MoU with five educational institutions to run the courses..," the note observed. 

The document said the University had also "unauthorisedly allowed" the collaborators to franchise sub-centres to conduct the programmes, which led to around 1060 such centres running the University courses throughout the country. 

“Having known that the courses offered under technical collaboration were in violation of DEC instructions and further on the basis of requests from the technical collaborators, the university ordered distance education mode need not be mentioned in the statement of marks and diploma issued by the university with effect from June 2010,” the report added.

UK-India initiative to bridge gaps in employability of graduates

In a bid to improve the employability of engineering graduates in information technology and information technology enabled services (ITES), National Institute of Technology in Tiruchirappalli is implementing a project funded by UK-India Education Research Initiative (UKIERI) called Business Life.

The project titled ‘Preparing Graduates for Business Life’ is executed jointly with Brunel Business School, Brunel University, London besides Uxbridge College, another UK education institute.

Addressing a press conference here on Friday, director of National Institute of Technology (NIT) Dr S Sundarrajan and dean Research and Consultancy NIT Ganesh Kannabiran said the project aims at providing an opportunity for developing a model curriculum and training manual. “The same will be used to conduct one or two Business Life (Finishing schools) programmes and also a faculty development programme.

“The new joint project is aimed at incorporating some of the best practices of the Brunel Business School to design and deliver a model curriculum and training manual to be used in Indian context,” said Ashley Braganza, professor of Brunel Business School to India., who is heading the fact finding team of UK.

Interestingly, the project worth pound 34,956 will be carried out over a period of 24 months starting from this month.

“The outcome will be useful to leaders of educational institutions and senior policy makers and government departments and agencies in UK and India,” said Kannabiran.

Metro Water has received 84 complaints regarding water supply and sewage disposal last month and  it has resolved 72 of them, according to Metro Water managing director Apurva Varma.

Varma said action is also being taken on the remaining petitions. He also said Metro Water will be holding open house meeting at Metro Water area offices including newly added area offices on Saturday.

Urging the consumers to furnish their complaints regarding water supply and sewage removal, he said consumers can also clarify their doubts regarding water, sewerage tax and water charges during this meeting.

Now Provident Fund contributions by employers is a click away with the launch of electronic-challan-cum-return (All-in-one return).

The new system, which is mandatory for all establishments from this month, envisages automatic updating of accounts on receipt of contributions.

According to Employees Provident Fund Organisation (EPFO), employers can deposit their contributions only after filling up returns online in the website of EPFO.

“On filling up the returns, challans are generated to enable them to remit the contributions in banks. The is no requirement of submission of other returns,” regional provident fund commissioner M Madhiazagan said.

He urged the employers to obtain user Ids and passwords by logging into the ‘employer e-sewa’ link in the website www.epfindia.gov.in. Her said the workshops at different places on e-sewa is being conducted by EPFO, Tambaram.

Chennai ranks third among the list of cities having a potential for luxury car market and Swedish luxury car maker Volvo Auto India hopes to capitalize on it by launching its new showroom at the heart of the city.

Tomas Ernberg, managing director of Volvo Auto India, told reporters here on Thursday that Volvo’s study found there is a huge demand for luxury cars in Chennai after Delhi and Mumbai and Volvo is targeting to sell 500 units by next financial year.

The new showroom at the Express Avenue, which was opened by Tamil Nadu governor K Rosaiah, will showcase two  seven-seater sport utility vehicle XC60 and XC 90 and two sedans S80 and S 60.

Ernberg said the pricing of this vehicles is in the range of Rs 25 lakh tyo Rs 50 lakh. He also did not rule out having another showroom in Chennai but refused to divulge details.

Volvo currently has eight dealers in India which include in Delhi, Chandigarh, Kochi, Hyderabad, Chennai, Mumbai and Coimbatore. “We are also planning to have a presence in Bangalore and will be opening a showroom shortly,” he added.

 He however ruled out Volvo opening a manufacturing plant in India. He said the showroom in Chennai, which is spread over an area of 3,500 square feet, will bring alive the Volvo brand value experience to the customers.

Tamil Nadu Chief Minister J Jayalalithaa on Wednesday hit out at her critics who doubted her goal to make the state ‘numero uno’ and said history is written by those who are victorious.
Speaking after inaugurating the Rs 4,400 crore Daimler Commercial Vehicles Plant here on Wednesday, she said, “Some critics always raise the doubt – Is this possible. Leaders make things possible. Exceptional leaders make them inevitable. When people doubt me, I make them believe with my success.”
The Chief Minister, who outlined her vision to make the state the most prosperous one in the next 11 years, said, “A pessimist sees the difficulty in every opportunity, an optimist sees the opportunity in every difficulty.”
“The reason most people never reach their goals is that they do not define them or ever seriously consider them as achievable. Jaya vows to make Chennai global auto manufacturing hub

Tamil Nadu Chief Minister J Jayalalithaa vowed to make Chennai the global leader in automobile and components manufacturing and said the state will soon sign memorandum of understanding with a number of companies including vehicle and component manufacturers.
Speaking after inaugurating the Diamler Commercial Vehicles Plant at Orgadam, the third largest outside Germany, on Wednesday, she said Chennai has emerged as India’s largest automobile and auto components manufacturing and export hub in India.
“Chennai is now emerging as top 10 global automobile manufacturing centres and the city will have an installed capacity to produce 1.3 million cars and about 3.6 lakh commercial vehicles each year. This translates to an output of three cars every minute and one commercial vehicle every 75 seconds,” Jayalalithaa added.
Hailing Daimler for choosing Chennai to establish the facility, she said that out of 27 global Daimler Truck plants, the Oragadam Plant is the third largest outside Germany and one of its hub plants. She said Diamler has invested Rs 2,500 crore in the facility. “To encourage Diamler to invest more, my government has approved an attractive package resulting in Diamler scaling up its investment commitment to Rs 4000 crore as against the original investment plan of Rs 3000 crore,” she added.
Stating that the new industrial policy 2012 will accelerate the pace of growth of the manufacturing sector to 14 per cent, she said the government will soon announce the industry specific policies for automobiles and auto components industry, biotechnology, aerospace industry and renewable energy with special focus on solar power generation.
She also vowed to bridge infrastructure deficit and said the government will lay 2000 km of six and eight lane expressways and 5,000 km of four lane highways before the end of 2023.
Seeking more German investments, Jayalalithaa said Diamler’s success will enthuse many German firms to invest in Tamil Nadu.
 Quoting Karl Marx, she said ‘when ideas capture the minds of men, they become a material force in society’, and I have the vision of making the state ‘Global Manufacturing Hub’ and my government is actively engaged in establishing this mission.

First Bharat Benz truck to be rolled out in September

The 400 acre state-of-the art Daimler India Commercial Vehicles plant in Oragadam will roll out the first Bharat Benz truck on September, according to managing director and chief executive officer of Daimler India Commercial Vehicles Marc Llistosella.
Addressing a press conference along with chairman of the board of Management of Daimler AG and head of Mercedes Benz Dieter Zetsche, member of the board Andreas Renschler, he said the Rs 4,400 crore plant will have an initial production capacity of 36,000 units per year which will be later ramped up to more than 70,000 units per year.
The facility, which will roll out 17 variants by 2014, will focus on the Indian market. Stating that Orgadam-Chennai plant is the only Daimler plant which combines the Indian engineering with German and Japanese DNA under a single roof, Dieter Zetsche said Daimler India Commercial Vehicles is preparing for the promising Indian truck market which has developed into world’s third largest market with a volume of 330,000 vehicles in weight classes of five to 49 tonnes in 2011.
Stating that the 1400 workforce is primarily Indian, Llistosella said the focus of localization has resulted in more than 40 per cent of suppliers being located within a 40km radius of the plant. “Overall, BharatBenz will have a localization of 85 per cent and the target is 90 per cent,” he added.
Andreas Renschler said that the truck is 10 per cent more fuel efficient that the conventional truck and has been test driven 4.5 million km making it more durable and efficient. He said the target is to have 70 dealers in 12 states.

RBI rate cut could boost Chennai real estate market

The rate cut of 50 basis points by Reserve Bank of India is a positive step and could boost the housing sector feel city realtors.
Confederation of Real Estate Developers' Associations of India president T Chitty Babu told Express on Tuesday that the rate cut is a good initiative but builders expect more from the government.
He said that after a gap of three years, Reserve Bank has  slashed short term lending rate by 0.50 per cent to 8 per cent. “This will generate interest among the buyers. We were expecting it for the last two months,” said Chitty Babu.
Siva Krishnan, head of residential services (Chennai) Jones Lang LaSalle India told Express that the .50 per cent  will give a boost to Chennai residential market. “People were earlier talking about .25 points. The decision will prompt banks to cut lending rates for home loans,” he added.
He said this will prompt the demand among end user maket buyers (under Rs 20 lakh) as they are the ones who will benefit substantially from the rate cut, Krishnan said.
Interestingly, RBI has hiked interest rates a total of 13 times between March 2010 and October 2011. But many feel it is unlikely that property prices will come down because of this rate cut. Daimler to shift truck manufacturing from Pune to Chennai

Daimler will shift its truck manufacturing operations from Pune to its Oragadam plant in Chennai, according to chairman of the board of management of Daimler AG and head of Mercedes-Benz Cars Dieter Zetsche.
Addressing a press conference here on Wednesday, he said Daimler will shifting the manufacturing of Actros range of trucks from Pune to the Orgadam plant in Chennai. “We will be inaugurating it in the month of August,” said Marc Llistosella.
He also said the company will be exporting trucks from the plant to African market, Middle East and Far East.
The company will be initially manufacturing the Bharat Benz trucks in the range of 17 tonnes and 25 tonnes and later follow it up to 31 tonnes, Llistosella said.
Zetsche said India will also figure in Daimler’s euro 10.9 billion global research and development budget.
“Our team already has 1,000 research and development experts – 200 of them in Chennai. We will increase the number significantly in the next few years,” he added

First phase of Shri Kailash logistics park at Orgadam goes on stream

Chennai-based Shri Kailash Logistics Ltd (SKLL), a company of the Sree Kailas group, has completed the first phase of its futuristic, investor-friendly and state-of-the-art 50-acre `Logistics Park’ with a modern warehouse and commercial complex at Orgadam, the industrial and automobile hub near Chennai.

The formal inauguration is scheduled for the first week of May, 2012, according to S Giridhar, managing director of the company.

The company has completed construction of 3.25 lakh sq ft of warehouses and 25,000 sq ft of commercial complex with the technical support of a leading logistics parks consultant in Singapore.

It is also expanding by building another seven lakh sq ft of modern warehouses in the park, with a total investment of about Rs 320 crore. The park is expected to be fully commissioned in the next two years, he said.

Already 2.5 lakh sq ft (of the completed 3.5 lakh sq ft) is leased out to major multinational automobile companies. Giridhar said that the company has an offer from a leading multinational company to take the entire park on long-term lease.

The company is also planning to set up another 50-acre park in North Chennai, near Red Hills, close to the Chennai-Kolkata Highway mainly to cater to the FMCG companies, he said.

The introduction of GST will make single warehouse concept for the southern region possible and will necessitate large warehouses with cold storages for the entire region, he said.

Shri Kailash is planning to set up similar parks in Coimbatore and Bangalore also.

TNHB appoints Darashaw as transaction advisor for developing Thirumazhisai Satellite Township

Tamil Nadu Housing Board has appointed Darashaw and Company as transaction advisor for developing Thirumazhisai Satellite Township under public private partnership.

The township will be developed at identified land parcels located in Thirumazhisai with an extent of 311.05 acres, sources said.

Darashaw officials confirmed that they were appointed consultants for the project by Tamilnadu Urban Infrastructure Financial Services Limited on behalf of Tamil Nadu Housing Board but refused to give out further details.

Sources said Darashaw will have to develop feasibility studies for developing the vacant lands besides preparation of request for proposal or concession agreements.

Sources said the township will have 12,000 residential units at a cost of Rs 2,160 crore at Thirumazhisai. Interestingly, the ex-land owners of the village from whom the lands were acquired for the formation of the Satellite Town are opposing the scheme as such government is working on a negotiated settlement.

Sources said action is being taken to acquire 12.87 acres of patta lands through private negotiation with land owners.  These include allotting developed plots on charging only the cost of award amount with enhanced compensation amount and development charges to those family from whom land has been acquired. Interestingly, the allotment of developed plot is based on the extent of land acquired for the project, sources added.

The government is also working on proposals to provide employment opportunity to the family members of the ex-land owners in accordance with qualification besides priority certificate will be issued by the District Collector to get employment. There are also plans to allot flats to the families whose land was acquired for this scheme on the priority basis, sources added.
